1. A term used in a pre-planned response option (PRO) to identify the withholding of
part of the space or ground weapon inventory against detected threat launches, in
anticipation of follow-on attacks. 2. (Nuclear) The limiting of authority to employ
nuclear weapons by denying their use within specified geographical areas of certain
countries.
