Germane-Ness

"Germane" means "appropriate, relevant, pertinent." As the term is used in the Oregon Legislature, "germane-ness" refers to whether or not a concept or idea fits into a bill. It is a different way of talking about Oregon's "one-subject" rule, which states that bills may only address one subject.
