Engineering and Manufacturing Development

The third phase in the acquisition process, following Milestone II. The system and its supporting items are fully developed, engineered, designed, fabricated, tested, and evaluated. The intended output is a preproduction system that closely approximates the final product, the documentation necessary to enter the production phase, and the test results demonstrating that the production product will meet stated requirements.
